Imperial Shadow Council

The Imperial Shadow Council, also known as the Shadow Council or the Ruling Council, is a significant entity within the Star Wars universe, more specifically within the Expanded Universe, now known as 'Legends'. Introduced in the Dark Empire Sourcebook for the Star Wars Roleplaying Game by West End Games, the Council served as the ruling body of the Galactic Empire during the period of Imperial fragmentation after the Battle of Endor and the death of Emperor Palpatine.

After the decline of the central authority of Emperor Palpatine and his right-hand man, Darth Vader, the Empire fell into disarray with several high-ranking officials vying for control. The Shadow Council, headed by Sate Pestage, emerged as one faction among many, aiming to restore order and continue the Imperial legacy. Sate Pestage, a high-ranking official who served the emperor as Grand Vizier, attempted to maintain unity within the highly fragmented empire.

The Council existed in a state of political Turmoil, with members in constant fear of each other. Pestage himself was eventually ejected by his fellow councilors, who feared his increasing power and control. The coup, led by Director of Imperial Intelligence Ysanne Isard, was successful, and Pestage was forced to flee.

In spite of internal strifes though, the council attempted to maintain control over sectors of the galaxy still loyal to the empire, issuing propaganda and maintaining a military presence. Its ability to hold influence, however, diminished over time as various factions of the crumbling empire declared their independence or joined the New Republic.

In essence, the Shadow Council portrays the desperate but futile attempts of the Old Empire to hold its ground amidst the rise of the New Republic. It symbolizes the inherent conflict and power dynamics prevalent within the imperial hierarchy, making it a key element in understanding the post-Palpatine era in Star Wars Legends.
