Notluwiski Papanoida was a male Pantoran from the moon of Pantora which was located in the Pantoran system. He played a significant role as the chairman of the Pantora system. Papanoida, despite being a non-military official, was fiercely patriotic and did not hesitate to defend his world from the Trade Federation's attempts of blockade. His devotion to his people and planet established him warmly in the hearts of Pantorans.

Papanoida had two daughters, Chi Eekway and Che Amanwe, and a son named Ion. The family was featured in George Lucas' Star Wars franchise, in the 2008 Star Wars: The Clone Wars film and subsequent television series. Papanoida's character was introduced in Star Wars: Episode III – Revenge of the Sith, where he was portrayed by George Lucas himself who made a cameo.

During the Clone Wars, a conflict filled with political tension and subterfuge, Papanoida found his position as chairman threatened when the Trade Federation blockaded Pantora, hoping to force the moon to join the Separatists. The Chairman refused to let his people be taken hostage and fought vigorously to maintain Pantora’s independence.

When his daughters were kidnapped as part of a plot by the Trade Federation to force Pantora to join the Separatists, Papanoida and his son took matters into their own hands. They tracked down and rescued the daughters, securing not just their safety, but also solidifying Pantora's loyalty to the Galactic Republic.

Notluwiski Papanoida is a symbol of unwavering patriotism and dedication to his people. His daring rescue of his daughters highlighted his bravery, while his insistence on preserving Pantora's sovereignty marked his political savvy. Papanoida's portrayal added another layer of complexity to Star Wars' portrayal of political interplay and intrigue.
