During a mission at the archaeological site of the Ordu Aspectu, Tolvan encountered Aphra. The meeting would leave a profound impact on her, igniting feelings for Aphra that conflicted with her duty to the Empire. Despite their opposite allegiances, the pair formed an uneasy truce, leading to a complex and fraught relationship.

Tolvan was later promoted to the rank of inspector for her tenacity and determined pursuit of Aphra.
